Issues to Be Decided in 2019

January to March 2019 is Town Election Season. For election ballot details, go down to the Ballot Details section.  

This year there were several issues to consider:

  • Town Budget – The selectmen directed department heads to keep their budgets as flat as possible, but allowed a 2.5% COLA increase. The budget numbers were as follows.
    • 2019 Proposed Town Budget = $3,984,023
    • 2019 Default Town Budget = $4,000,427
    • Last Year's Approved Town Budget = $3,962,560

    The 2019 proposed town budget is $16,404 less than the default and only $21,463 (+0.5%) more than the voter approved 2018 budget.


  • Sewer Dept. – The sewer commissioners provided the following budget numbers.
    • 2019 Proposed Sewer Budget = $2,280,567
    • 2019 Default Sewer Budget = $2,276,145
    • Last Year's Approved Sewer Budget = $2,246,561

    The proposed sewer budget is $34,000 (1.5%) more than last year's approved budget.

    The default sewer budget is $4,422 less than the proposed budget, which is not much.


  • School Budget – During their review of this huge budget in December 2018, the Budget Committee decided to add $30,000. The school budget numbers are as follows. Note that the current school year ends on June 30, 2019.
    • 2019-20 Proposed School Budget = $10,445,548 for 539 current students
    • 2019-20 Default School Budget = $10,349,197
    • Current Year's Approved School Budget = $10,021,355

    The proposed school budget is $96,351 more than the default budget and $424,193 more than the current year's budget. That makes the default budget look like the better choice.


  • Capital Reserve Funds – Several warrant article propose putting your unspent tax money (AKA the Unassigned Fund Balance) into several funds as a way to save for expensive one-time expenditures.
  • Other Warrant Articles – A few more warrant articles deal with various topics.

Public Budget Events

Saturday January 12 at 9:00 a.m.
Budget Committee Public Hearing on the proposed budgets and warrant articles at Armand Dupont School gym on School St.

January 23rd to February 1st
Candidate sign-up dates for candidates for town or school offices. File your candidacy at town hall with the Town Clerk or School District Clerk.

Feb. 2 (Saturday) at 9:00 a.m. (Groundhog Day)
Deliberative Session at Armand Dupont School gym on School St. At this meeting, voters get to argue about the budgets and attempt to change them.

Tuesday March 12 from 8:00 a.m. to 7:00 p.m.
Town Election at the St. John's Parish Hall on School St.
